Do I have a good chance to obtain planning permission for a roof terrace?

Roof terraces are a popular choice in London as property owners seek to maximize their space. Many properties with existing rear extensions have access to their roofs. However, councils often restrict roof access, limiting its use to maintenance or emergency situations. Despite this, using the roof as an outdoor terrace seems like a sensible option.

In areas with a history of roof terraces, adding one might be feasible if you meet specific criteria. Consider the following:

  • Ensure the terrace does not overlook neighbors – Install a high wall at the edge or a lower wall set back from the edge to maintain privacy.
  • Prevent the terrace walls from blocking daylight or sunlight to neighbors – Use obscured or frosted glass, or a wooden trellis to allow light through.
  • Check for precedent in the area – Investigate whether other terraces or balconies have received planning consent. If they have not, they may be considered ‘lawful’ if used for over four years. However, this does not set a precedent. If no precedent exists, expect a likely refusal based on the area’s character, which could negatively affect future applications.

Keep in mind that this guidance is general and may not apply to every case. Some councils may require a 1.7m fence or wall around the terrace, or restrict its size to 50% of the roof width or 12 sqm in total.
